Steam is a delivery engine which was created for Half-Life 2. iD Software titles were added as of 2007.0803.
There was much controversy when it was released not only because of the flaming hoops it made legitimate users jump through, but because it was also broken.
To move Steam to another location, simply copy out the "steamapps" folder, reinstall, and move the folder to your new installation directory.
